1. Applicant submits the following enclosures pertaining to Phase 1 of the Saxton Nuclear Experimental Corporation's five-year research and development programs (a) " Addendum No. 1 to the Safeguards Report for Phase 1 of the Saxton Nuclear Experimental Corporation Five-Year Research and Development Program,"

dated December 20, 1962. It is requested that Saxton be authorized by amendment of its existing provisional operating license or other appropriate authorization to conduct the Phase 1 experimental program in accordance with changes and ad-ditions described in Addendum No. 1 to the Phase 1 Safeguards Report.

(b) " Proposed Revision of Supplement No.1 to the Saxton Technical Specifications. " It is requested that Supplement No.1 to the Saxton Technical Specifications be revised or amended as proposed to provide for changes and additions to the Phase 1 experimental program as described in Addendum No.1 i

to the Phase 1 Safeguards Report.

2. Applicant further requests that the Saxton Technical Specifications be amended so as to express the min 12 cum burnout safety factor in terms of the DNB correlation currently in use by the Westinghouse Atomic Power Division (hereinafter 1
