I found my record (memo to Docket File, 5/7/97, Accession No. 9705120043) of telephone conversations with Catawba personnel regarding the subject matter. Unfortunately, the record is not a public document because its attachments consist of e-mail I exchanged with a number of NRC employees on predecisional matters.
However, I can share the parts of the memo which summarizes what I told Catawba personnel.
These parts are reproduced verbatim below (inside quotation marks):
"I told Kitlan that:
o I found no reason to oppose Catawba having an electronic copy of the Technical Specifications and use it as if it were a paper copy.
o I found no current NRC provision to issue TSs or amendments in electronic form; until such provision exists, I shall continue to communicate amendments on paper.
o Since the staff does not currently control a licensee's electronic version of the TS, I would expect the staff to rely on the licensing authority (paper) version for all regulatory activities.
o If the licensee would like the staff to also have access to the electronic copy, a computer operating and access agreement would need to be executed before the staff can have such access.
This memorandum only records information exchanged in the subject telephone conversations.
The information above and in the attachments does not necessarily represent formal NRC position."
