Dear Mr. Haynes:

This letter serves to provide the Commission with an interim report of a deficiency relating to improper field mounting of Agastat 7000/E7000 series relays. The deficiency was originally reported to Mr. E. C. McCabe of NRC Region 1 by A. R. Sabol of PP&L on July 2, 1982 as potentially reportable.

The information contained in this report is submitted pursuant to the provisions of 10CFR50.55(e).

The attachment to this letter contains a description of the problem, and the information currently available regarding its cause, safety implications, and the corrective action to be taken.

Since the details of this report provide information relevant to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any responsibilities PP&L may have in compliance thereto.

We expect to issue a final report on this condition detailing the cause and final corrective actions by October 10.

SUBJECT:

Improper field mounting of Agastat 7000/E7000 series relays.

2.0 DESCRIPTION

i In order to comply with seismic criteria, Agastat 7000/E7000 series relays must be mounted with at least 4 corner screws. A preliminary field walkdown of the Agastat's indicated that not all relays were j mounted with 4 corner screws.

. 3.0 CAUSE:

The cause of this deficiency is presently unknown and is under investiga-tion.

t 4.0 ANALYSIS OF SAFETY IMPLICATIONS:

Due to the improper mounting screw configuration, the relay's operability in affected safety related systems is indeterminate under design basis l seismic conditions. Since Agastat timing relays, with the improper mounting screw configuration are used in the control circuits for various safety related systems, a common mode failure and subsequent loss of system function is considered possible. PP&L considers this condition to be reportable under the requirements of 10CFR50.55(e).

5.0 ACTION TO BE TAKEN: ,

i Safety related Agastat series 7000/E7000 relays will be inspected and l

reworked as necessary to ensure that they conform to the required mounting configuration. The corrective action for Unit I will be documented on PP&L NCR 82-769 and will be completed prior to initial criticality. Unit 2 corrective action will be completed prior to system turnover.
