SUBJECT: D.C. COOK NUCLEAR PLANT INDEPENDENT SPENT FUEL STORAGE
INSTALLATION - NRC SECURITY INSPECTION REPORT
NOS. 05000315/2015406, 05000316/2015406, AND 07200072/2015001(DNMS)
Dear Mr. Weber:
On May 6, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection of the
physical security program for the independent spent fuel storage installation (ISFSI) at the
D.C. Cook Nuclear Plant (DCCNP), Bridgman, Michigan. The purpose of the inspection was to
evaluate whether the protection of the ISFSI was in compliance with the DCCNP Physical
Security Plan (PSP), NRC regulations and the NRC Security Order EA-11-039, "Implementation
of Additional Security Measures (ASMs) and Fingerprinting for Unescorted Access for DCCNP
ISFSI, issued April 6, 2011. In addition, the inspection also evaluated the implementation of the
Material Control and Accounting (MC&A) Program for the ISFSI in accordance with Title 10 of the
Code of Federal Regulations (CFR) 72.72, 72.76, and 72.78. At the conclusion of the on-site
inspection on May 6, 2015, the inspectors discussed the inspection findings with members of the
Security, Licensing, and Performance Assurance management staff.
Based on the results of this inspection, no findings of significance were identified.
In accordance with Title 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will
be available electronically for public inspection in the NRC's Public Document Room or from the
NRC's Agencywide Documents Access and Management System (ADAMS), accessible from
the NRC's website at http://www.nrc.gov/ reading-rm/adams.html. However, because of the
security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a
copy of this letter's enclosure will not be available for public inspection.
