Inoperability of Containment Post LOCA Area Monitor -

Gentlemen Seabrook Station Technical Specification 3.3.3.1, ' Radiation Monitoring for Plant Operations ' requires-that the radiation monitoring instrumentation channels for plant operations shown in Table 3.3-6 be l OPERABLE with their Alarm / Trip Setpoints within the specified limits. Table 3.3-6 Item 1.A requires'that two channels of the containment Post LOCA Area Monitor be OPERABLE in all modes. Contrary to this-requirement, monitor 1-RM-6576A was inoperable for a period exceeding seven days.

This radiation monitor was deenergized on December 1, 1989, to allow the implementation of a design change on its power. source. The plant-has i remained in MODE 5.-Cold Shutdown, for the duration of this equipment outage. The monitor was returned to service on December 12, 1989.
