On November 9, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed aninspection of the November 7 , 2012, evaluated emergency preparedness exercise at yourPilgrim Nuclear Power Station. The enclosed inspection report documents the inspectionresults, which were discussed on November 9,2012, with Mr. V. Inspection ScopePrior to the November 7,2012, emergency preparedness exercise, the NRC inspectorsconducted an in-office review of the exercise objectives and scenario, which Entergy hadsubmitted to the NRC, to determine if the exercise would test major elements of thePilgrim Nuclear Power Station (PNPS) emergency plan as required by Title 10 of theCode of Federal Regulations (10 CFR) 50.47(b)(14). This overall exercise inspectionactivity represented the completion of one sample on a biennial cycle.The exercise evaluation consisted of the following review and assessment:. The adequacy of Entergy's performance in the biennial full-participation exerciseregarding the implementation of the risk-significant planning standards (RSPS)described in 10 CFR 50.47(bX4), (5), (9), and (10), which are: emergencyclassification; offsite notification; radiological assessment; and, protective actionrecommendations, respectively.. The overall adequacy of Entergy's Pilgrim emergency response facilities with regardto NUREG-0696, "Functional Criteria for Emergency Response Facilities," andEmergency Plan commitments. The facilities assessed were the Control RoomSimulator, Technical Support Center (TSC), and Emergency Operations Facility(EOF).o A review of other performance areas, such as: the emergency responseorganization's (ERO's) recognition of abnormal plant conditions; command andcontrol; intra- and inter-facility communications; prioritization of mitigating activities;utilization of repair and field monitoring teams; interface with offsite agencies;staffing and procedure adequacy; and, the overall implementation of the emergencyplan and its implementing procedures.o fi review of past performance issues from the last NRC PNPS exercise inspectionreport and Entergy's Pilgrim EP drill reports, to determine the effectiveness oflicensee corrective actions as demonstrated during the November 7 , 2012, exerciseand to ensure compliance with 10 CFR 50.47(bX14).Enclosure 2. The last EP inspection atPilgrim was conducted in the third calendar quarter of 2011, so the inspectors reviewedsupporting documentation from EP drills and tests from the third and fourth calendarquarters of 2Q11, and the first, second and third calendar quarters of 2012, to verify theaccuracy of the reported Pl data. The review of these Pls was conducted in accordancewith NRC Inspection Procedure 71151, using the acceptance criteria documented in NEI99-02, "Regulatory Assessment Performance Indicator Guidelines," Revision 6.This inspection activity represented the completion of three samples.b.
