fro~lectric bills of our citizens Whereas, electric rate increases are out of control, and Duke Power has received two increases in 3 months and is about to ask for another general rate increase ab our Utilities Conunission, and Whereas a main reason for these rate hikes is the Construction Work Zn Progress (CWIP) law that makes customers pay the interest charges on vower plants that are not finished and may neve wo.k, and Whereas North Carolina is the only state in the United States that forces customers to pay.CWIP charges by law, and Whereas Governor Hunt has publicly stated that the CWIP law should be repealed., and 5'~/iP is raising our bills by 5+a or more already, or g3 a month, The g >~Vii5.- g.(..~~<". 'Democrat;" c Precinc t Commit tee of Durham County resolves that the CWIP law should be repealed, and we urge our state representatives and senators to introduce legislation to do this.
I This resolution shall be carried to the'Durham County Democratic Convention and a cozy shal 1 be sent to each of our rearesentat'ves and senators who we elect to represent us in Raleigh.
RESOLUTION AGAINST POI1E3 CCMPANY FU L CHARGE RATE TNCREASPS Whereas Duke Power Company had the highest rate of profits of any power company in the Southeastern US in 1980 (18) percent after taxes) and made even more money in 1981, and Duke Power Company got two general ate hikes in 1980 totalling over 12/ and one in 1981 of 15+go, and Whereas the average person is not getting pav increases to keep up with these rate increases, and benefits for the disabled, senior citizens, and low-income people are being cut back, and Whereas Duke Power Company received 98.8 million doila s a year for the NcGuire gl nuclear plant, which has only run one day at full power output since XR we started paying ~o~ it on December 1, 1981, and at only 3g of its rating for December 1981, and is now held to 50$ power,'hile citizens pay 100$ of the bills for it, and Whereas Duke Power's Oconee nuclear olants have been breaking down all this winter too, leading to higher fuel charges for customers because of poor nuclear plant operat1ons, The% j~a~j,'..i j- L 07) Q,'~ Democratic precinct committee resolves that the North Carolina fuel. cha ge law that makes the public pay for all the costs of these power plant breakdowns, General Statute 62-13$ (d), should be repealed.
And that copies of this resolution be sent to Rep. George i%111er (Utilities Committee of our General Assembly) and our other Durham representatives and senators in the state legislature, and to Governor James B. Hunt, Zr.

there should be comprehensive, independent radiation monitoring of the Harris nuclear plant site and, tne area with'n 30 mlles of i t, including plant life and wildlife, before the nuclear plant starts ug, And that comarehensive, continuous, indeoendent radiation monitoring go on as long as the nuclear,slant ls l'censed to operate, And that COL, the owner of the nuclear aslant, should nay for equipment and salaries for people to ooerate lt, to do this radiation checking for every town and county and city with'n 30 mlles of the Harris. nuclear plant site.
