Dear Mr. Zeichert:
LaCrosseSolutions, LLC, is in the final stages of safely completing the Decontamination & Decommissioning (D&D) of the LaCrosse Boiling Water Reactor (LACBWR) Site located on at S4601 on State Highway 35 in Genoa, Wisconsin. As you are aware, during the dismantlement of the reactor building, the ventilation system released tritium to the ground surface directly outside of the south east side of the structure and impacted ice/snow. The impacted ice/snow was then inadvertently transported via storm water to the former Reactor Plant/Generator Plant Area (RGPGA) sump. Once identified, the ventilation system was modified and condensate/ice/snow melt/surface water collected to prevent future releases. Once in the RPGPA sump, the tritium was then detected in the downgradient monitoring well MW-203A and eventually at MW-202A. Upon discovery of the tritium in groundwater, the site notified DNR on 14 March 2018 1. In response, DNR issued the requirement 2 for LaCrosseSolutions to complete an additional site investigation under Section 292.11 of the Wisconsin Statutes. Wisconsin Department of Natural Resources 6 November 2018 Page 2 Approval to introduce Rhodamine WT (RWT) was issued by DNR on 28 June 2018 3 and the dye was then introduced 12 July 2018. As part of the dye introduction activities, 1 pound of RWT was poured into the former RPGPA sump area followed by the addition of approximately 230 gallons of unchlorinated water. The groundwater monitoring wells, river and supply wells were then monitored weekly for five weeks, and then on a monthly schedule. The laboratory data is summarized on Table 1 and the laboratory data is provided in Attachment A. It should be noted that RWT has only been detected at monitoring well MW-203A; no dye has been detected in the deeper wells or in the supply wells; and no detections are anticipated. Per Item 13 or your approval letter (dated 28 June 2018), we understand that DNR will require monthly samples to be collected until such time that the trailing edge of the RWT plume has migrated past the most downgradient supply well (i.e. #5 or WUWN: AK187). Based on the data collected to date, we believe that the leading edge of the dye has migrated past supply well #5 (AK187) as have the peak concentrations. The remaining trailing edge will likely continue for some time, as the sump area is still visibly colored from the RWT introduction. We have collected the data required to calibrate the groundwater model and are now requesting your approval for proposed long term groundwater monitoring of the supply wells. Item #13 of your letter also indicates that supply wells #3 (AK168), #5 (AK187) and #7 (WQ177) must be sampled during the study and that DNR will provide written approval for terminating the sampling effort. Based on the data collected to date, we recommend collecting monthly samples through December 2018 from supply wells #3 (AK168), #5 (AK187), and #7 (WQ177). If RWT is not detected as anticipated through December 2018, that will mark six consecutive monthly samples as required under Item 13. If any RWT is detected in these rounds from the supply wells, we will extend the sampling until we have six months of non-detect results. We have already collected the data needed to assess the tritium detected in groundwater, and the tritium levels have decreased to below the drinking water Maximum Contamination Levels (MCLs) in all monitoring wells. Furthermore, tritium has never been detected in any of the supply wells onsite or any of the monitoring wells in the deeper aquifer. Therefore, we are also confident that the RWT will not be detected in these supply wells. However, we also understand the need for documentation and to provide this data via our communication plan to Dairyland Power.
