SUMMARY

OF NUCLEAR REGULATORY COMMISSION PUBLIC MEETING ON JANUARY 10, 2019, TO DISCUSS THE FOCUSED SELF-ASSESSMENT OF THE EMERGENCY PREPAREDNESS SIGNIFICANCE DETERMINATION PROCESS Purpose The purpose of the meeting was to present the draft results of the focused self-assessment (FSA) of the Emergency Preparedness (EP) Significance Determination Process (SDP).

Background

In April 2018, a working group consisting of experienced EP staff members was formed to perform a FSA of the EP SDP. The scope of this FSA is to take a fresh look at the EP SDP and provide recommendations to NRC management that either support, or propose changes to, the EP SDP. contains the meeting attendance list CONTACT: Ray Gibson (301) 287-3614 Raymond.gibson@nrc.gov

Johnson 2 During the EP SDP FSA the team: developed and made available an NRC EP Survey and Stakeholder Comment form for EP Inspectors, Resident Inspectors, applicable HQ staff, Nuclear Energy Institute (NEI) and other stakeholders; reviewed all EP SDP and Reactor Oversight Process (ROP) procedures; reviewed and complied all returned NRC EP Survey and Stakeholder Comment forms, developed a draft FSA report; and conducted two public meetings with NEI, industry representatives, and public stakeholders. A final FSA report will be developed.

Meeting Summary On January 10, 2019, NRC management and staff conducted a category 2 public meeting to discuss the results of the draft FSA of the EP SDP report. Participants were provided copies of the FSA Draft Report presentation at and before the meeting (ADAMS Accession No. ML1903A562). Meeting participants included NRC HQ staff, representatives of NEI and industry and members of the public.

The staff provided responses to questions posed by industry representatives. However, as the FSA Report is in draft form and is not considered final, the staff responses are to be considered preliminary and subject to change.

The staff informed the industry that the action(s) NSIR chooses to pursue further, as a result of this FSA, will be incorporated into the scope of the NRR ROP Enhancement Project.

Public Comments There were no comments from members of the public.
