SUBJECT: BROWNS FERRY NUCLEAR PLANT - NRC SECURITY INSPECTIONREPORT 05000259/2006010, 05000260/2006010 AND 05000296/2006010

Dear Mr. Singer:

On September 1, 2006, the U. S. Nuclear Regulatory Commission (NRC) completed a securitybaseline inspection at your Browns Ferry Nuclear Plant. Portions of the Access Authorization and Fitness For Duty inspection procedures were completed at the Tennessee Valley authority (TVA) Corporate Office on June 23, 2006. The enclosed inspection report documents theinspection results, which were discussed with Mr. R Goodrich at the corporate office on June23, 2006, and with Mr. B. Aukland, and other members of your staff at the site on September 1,2006. A final telephone exit was conducted on September 28, 2006, with Mr. J. Wallace and other members of your staff.This inspection examined activities conducted under your licenses as they relate to security andcompliance with the Commission's rules and regulations and with the conditions of your licenses. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.Based on the results of this inspection no findings of significance were identified. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will beavailable electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system, ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the PublicElectronic Reading Room). However, because of the security-related concerns contained in theenclosure, and in accordance with 10 CFR 2.390 a copy of this letter's enclosure will not be available for public inspection.

If Safeguards Information is necessary to provide an acceptable response, please provide the level of protection described in 10 CFR 73.21. Otherwise, mark your entire response "Security Related Information-Withhold Under 10 CFR 2.390" and follow the instructions for withholding in 10 CFR 2.390 (b)(1).
