APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the l New York Power Authority, as holder of Facility Operating Ucense No. DPR 59, hereby :
applies for an Amendment to the Technical Specifications contained in Appendix A of this l license.
This application for an amendment to the James A. FitzPatrick Technical Specifications ;
revises the 4 kV Emergency Bus Undervoltage Relay (Degraded Voltage) setpoint . The :
Authority is changing the reserve station transformer tap settings during the 1990 !
- refueling outage, and, as a result, these setpoints must also be changed. The changes
~ a!co remove an operating restriction imposed by the NRC as part of Amendment 120.
The NRC Imposed a one cycle limitation pending the resolution of certain technical issues associated with the undervoltage protection system. These issues have been resolved, i

The 1990 refueling outage is currently scheduled to start in March. NRC staff approval of ;
this change by May 15,1990 is requested to assure that the plant will retum to power on schedule. -
The proposed changes to the Technical Specifications are Attachment I to this ;
Application for Amendment to the Operating Ucense. The Safety Evaluation for the l proposed changes is included as Attachment ll. -
