letter, RII:NE 50-518/79-28, 50-519/79-28, 50-520/79-28, and 50-521/79-28, regarding activities at Hartsville Nuclear Plant which appeared to have been in violation of NRC regulations.

t This report responds to the Notice of Violation described in. Appendix A J of the'01E Inspection Report referenced above. This is;the final response on the subject noncompliance.

Noncompliance. Item - Infraction 518/79-28-01
.
As required by Criterion V of Appendix B to 10 CFR 50, and as. implemented by PSAR Section 17.la.5, " Activities affecting quality shall be prescribed by documented instructions, procedures, . . . and shall be accomplished in
.
.accordance with those instructions, procedures, . . ." .TVA Procedure SOP-34, Revision 1, requires _that prior to the commencing of welding . . . th'e j welding inspector shall verify that.the proper preheat is being used . . . i and shall record this un the weld operation checklist.
Contrary to the above, on December 12, 1979, preheat inspection had been
.
signed off for veld DVS00035 at a time when the welder was not ready to commence welding.
This is an infraction.

I Ceneral observations and prior practices indicate that velders are ,
properly monitoring and providing preheat to weld joints by utilizing !
temperature indicating crayons. As a result, Hartsville_ quality j
- l contro1~ welding unit personnel believe that the weld in question is

acceptable. !

Both inspection and craft personne1 were reminded of preheat requirements.
- Additionally, inspection personnel were instructed to determine and

ensure that the welder is prepared to commence welding before signing
, acceptance of preheat inspection.
