NRC Review and Endorsement of NEI 17-04, Model SLR New and Significant Assessment Approach for SAMA, Revision 1 Project Number: 689

Dear Mr. Elliottt:

In a letter dated January 31, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff advised NEI that the guidance in NEI 17-04, Model SLR New and Significant Assessment Approach for SAMA, Revision 0, would be acceptable for interim use by licensees who had communicated their intent to apply for second renewal of nuclear plant operating licenses (SLR) before the end of calendar year 2019. The January 31 letter also stated that the NRC staff expected to complete a revision of Supplement 1 to Regulatory Guide 4.2, Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications, which would supersede the interim endorsement and formally endorse use of NEI 17-04 for preparing license renewal applications filed after December 31, 2019.

However, there was a delay in completing the revision of Supplement 1 to Regulatory Guide 4.2.

Accordingly, the purpose of this letter is to request the NRC staffs endorsement of certain specific changes to NEI 17-04. Such changes address challenges encountered during the NRC staffs review of three lead plant SLR applications. Specifically, the changes clarify the definition of SAMAs to be analyzed in the first stage of the model approach (Stage 1) and clarify the processes that may be used in Stage 1 to estimate risk reduction. to this letter provides an August 2019 MARKUP version of NEI 17-04, Revision 0 (June 2017), showing the specific changes for which NRC endorsement is requested. Enclosure 2 provides a clean, updated version designated as Revision 1 (August 2019) to NEI 17-04.

Mr. Robert Elliott November 12, 2019 Page 2 In a separate letter to Ms. Maureen E. Wylie dated November 12, 2019, NEI has requested that the NRC's review of NEI 17-04, and any future submissions of this guidance document, be granted a fee waiver pursuant to the provisions of 10 CFR 170.11.
