SUMMARY

OF MAY 16, 2006, MEETING WITH EXELON GENERATION COMPANY, LLC, TO DISCUSS GENERIC LETTER 2004-02, POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN-BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS On May 16, 2006, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensees proposal to delay two modifications identified as part of their response to Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors. A list of attendees is provided as Enclosure 1.

The licensee presented information (Agencywide Documents Access and Management System Accession No. ML061390034) on planned modifications as they pertain to GL 2004-02, as well as a time line that the modifications are scheduled to be completed for Bryon Station, Unit Nos. 1 and 2, and Braidwood Station, Unit Nos. 1 and 2. GL 2004-02, Requested Information section, request 2.(b) states in part that, All actions should be completed by December 31, 2007. In the licensees presentation it was stated that all modifications would be completed as per the guidelines in GL 2004-02 for Braidwood Station, Unit No. 1, and Byron Station, Unit No. 2. However, the licensee stated that due to on-going testing and evaluation that two of the modifications planned could not be completed for Braidwood Station, Unit No. 2, and Byron Station, Unit No. 1 until the spring 2008 planned outages for each unit. Therefore, the licensee is planning to submit a request for an extension to the requirements of GL 2004-02.

The NRC staff queried the licensee about several issues. The NRC staff asked the licensee if it were at all feasible to complete all of the modifications at the four units in accordance with the guidance given in GL 2004-02. The licensee stated that it was possible, but would not be preferable because the modifications would have to be complete without the desired analyses completed. The NRC staff also asked the licensee when they would be submitting their request for extension, and when they need a response from the NRC. The licensee state that they would submit their request within 2 weeks of the meeting, and that they would like the NRC to respond as quickly as possible so they can procure the necessary parts, and begin the required testing.

Members of the public were not in attendance and no public feedback was received.
