Dear Mr. Minahan:
By application dated March 24, 2008, Nebraska Public Power District (NPPD, the licensee) requested the U.S. Nuclear Regulatory Commission (NRC) staff approval of an amendment to the Cooper Nuclear Station facility operating license and technical specifications (TSs) to revise TS Section 3.7.3, "Reactor Equipment Cooling (REC) System," to allow credit for the ability to align the service water (SW) system to the REC system.
The NRC staff reviewed the information provided in your application and determined that additional information is required in order to complete its review. Please provide a response to the enclosed questions by September 5, 2008.
The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRC=s goal of efficient and effective use of staff resources. OFFICE OF NUCLEAR REACTOR REGULATION REQUEST FOR ADDITIONAL INFORMATION RELATED TO REACTOR EQUIPMENT COOLING SYSTEM NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298 Section 4.0, of Attachment 1 of the License Amendment Request (LAR) states that the licensee has evaluated the effects of the increased heat on the Environmental Qualification (EQ) equipment in the Essential Core Cooling System (ECCS) rooms and determined that the resulting peak temperatures due to the proposed alignment would be bounded by the temperature of High Energy Line Break (HELB), and concluded that, since the EQ equipment is qualified to the HELB peak temperatures, the EQ of the electrical equipment in the ECCS pump rooms following a loss-of-coolant accident (LOCA) will be assured. The following additional information is needed by the NRC staff to complete its independent review:
- 1. Please provide numerical values of any changes in the normal environment, such as temperature, humidity, radiation due to this LAR.
- 2. Please provide numerical values of any changes in environmental conditions, such as temperature, pressure, humidity, radiation etc. during LOCA including profile comparison for temperature and pressure. Please confirm your conclusion that these profiles are bounding in meeting the requirements of Title 10 of the Code of Federal Regulations Section 50.49.
- 3. Please identify all EQ equipment that will be affected by this LAR. Confirm that no EQ equipment needs replacement and no new equipment is added to the EQ program related to this LAR.
Please provide detailed EQ evaluations, justifications, calculations, and comparisons for the above items 1, 2, and 3.
