C. 20555 RE: St. Lucie Unit 2 Docket No. 50-389 2B Com onent Coolin Water Heat Exchan er On November 23, 1990 Florida Power and Light Company (FPL) requested and was granted a Temporary Waiver of Compliance to enter Mode 4 with the 2B Component Cooling Water Heat Exchanger out of service. The heat exchanger was out of service while completing a repair of the tube sheet/shell weld joint. The NRC approval was later documented in an NRC Region Goldberg) dated November 26, 1990.

In the FPL request L-90-413, FPL stated our plans to conduct non-destructive examination of the full circumference of the 2B CCW heat exchanger shell/tube sheet welds during the 1992 refueling outage to better characterize the condition of these welds.

Attached for your information are the plans for examination of the 2B CCW heat exchanger welds. The Unit 2 outage is scheduled to start on April 21, 1992.

PLAN FOR AUGMENTED ULTRASONIC EXAMINATION OF BI-METALLIC WELDS IN THE ST LUCIE 2B COMPONENT COOLING WATER HEAT EXCHANGER The 2B component cooling water (CCW) heat exchanger is scheduled for an augmented volumetric examination in April of 1992 based on leaks found and repaired during the 1990 Unit 2 refueling outage.

The leakage was attributed to the retubing activities which included channel head removal and re-installation. This activity was reported via LER 389/90-05 (see attached copy).

The St. Lucie Unit 2 CCW heat exchangers were designed and fabricated in accordance with ASME Code Section III, with no "N" stamp required and ASME Section VIII, Div. 1, 1974 edition with a "U" stamp. Final NDE for the tube sheet. to shell welds was 1004 surface examination (PT) and hydrostatic pressure test.

For inservice inspection, the CCW heat exchangers are Class 3 components. Per ASME Section XI, 1980 edition through Winter 1980 addenda, paragraph IWD-2410, these vessels are only required to be subjected to the inservice system pressure tests and visual examinations as specified in Table IWD-2500-1. The augmented volumetric examination of the 2B CCW heat exchanger will be performed to better characterize the quality of the tube sheet to shell welds.

The necessity for repairs to the welds will be determined by the acceptability of indications for continued service based on criteria similar to that found in IWB-3112. Indications not bounded by this criteria will be evaluated utilizing Fracture Mechanics, applying criteria similar to that of IWB-3600, for suitability for continued service.

The St. Lucie Unit 2 1992 refueling outage is scheduled to start on April 21, 1992 with a planned duration of approximately 53 days.

Preparations for the ultrasonic inspection of the 2B CCW welds are scheduled to begin immediately at the start of the outage.
