Salem Units 1 & 2 and Hope Creek Generating Stations "Alternative Pressure Test Requirements for Welding, Class ,1, 2 and 3 11 , ASME Code Case N416-l. Relief Request Per letter to the U.S. Nuclear Regulatory Commission (NRC),

dated November 18, 1994, Public Service Electric and Gas Company (PSE&G) requests approval to use ASME Code Case N416-l as an alternative to the currently ASME Code Section XI, Paragraph IWA-4000 hydrostatic pressure test requirements following welding repairs or replacements. PSE&G requests that the subject relief request be prioritized as a Cost Beneficial Licensing Action.

ASME Code case N416-l, approved by the ASME Code Committee on February 15, 1994, allows to perform said tests at nominal operating pressures and temperatures, following (a) a non-destructive evaluation of the weld area, in accordance to Section' III (1992 Edition ) , (b) a VT-2 visual examination for evidence of leakage, in accordance to Section XI (1992 Edition), and (c) the documentation procedures prescribed by the Code.

The New Jersey Department of Environmental Protection's and Bureau of Nuclear Engineering (BNE) has reviewed the request in accordance with the requirements of 10 CFR 50.9l(b) and has no comments.
