SUMMARY

OF FEBRUARY 9, 2007, MEETING WITH ENTERGY ON THERESPONSE TO GENERIC LETTER 2004-02 FOR INDIAN POINT NUCLEAR GENERATING UNIT NOS. 2 AND 3 (TAC NOS. MC4689 AND MC4690)On February 9, 2007, a Category 1 public meeting was held between the Nuclear RegulatoryCommission (NRC) and representatives of Entergy Nuclear Operations, Inc. (licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's response to NRC Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage On Emergency Recirculation During Design-Basis Accidents At Pressurized-Water Reactors" and potential revisions to the plant licensing basis.

A list of attendees is provided as Enclosure 1, but may not be all-inclusive.The licensee presented information on how they are responding to the NRC concernsexpressed in NRC GL 2004-02. See the NRC's Agencywide Documents Access and Management System (ADAMS) accession number ML070510476 for the handouts used by the licensee. The licensee described the existing containment sump configuration for both units, and the modifications completed and those under consideration to address GL 2004-02. They noted that the improved sump strainers have already been installed in Unit 2, and will be installed in Unit 3 during the spring 2007 refueling outage. Additional changes may be needed to fully address chemical effects. The licensee discussed their strategy for handling post-loss-of-coolant-accident debris, including a circuitous flowpath to the sumps through the incore instrumentation tunnel. The NRC staff provided feedback on certain aspects of the licensee's approach, which the licensee indicated they would consider in finalizing their approach.Members of the public were in attendance, both in person and on the meeting teleconference.
