Dear Mr. Bradley:
By letter dated April 19, 2007, the Nuclear Energy Institute (NEI) submitted for U.S. NuclearRegulatory Commission (NRC) staff review TR NEI 04-10, Revision 1, "Risk-Informed Technical Specification Initiative 5b, Risk-Informed Method for Control of Surveillance Frequencies." The NRC staff has performed an acceptance review of TR NEI 04-10, Revision 1. We have found that the material presented is sufficient to begin our comprehensive review. The NRC staff expects to issue its request for additional information by October 31, 2007, and issue its draft safety evaluation by April 14, 2008. The NRC staff estimates that the review will require approximately 230 staff hours including project management time. The review schedule milestones and estimated review costs were agreed upon by an exchange of emails between yourself and Tanya Mensah on May 23, 2007, and May 24, 2007. In accordance with the letter dated January 10, 2003, (Agencywide Documents Access andManagement System Accession No. ML030100090), the fee branch has waived the Section 170.21 of Title 10 of the Code of Federal Regulations fees associated with this TRreview.Sincerely,/RA/Stacey L.
