Dear Sirs:

The Technical Specification Task Force (TSTF) submitted Revision 3 of TSTF-493, "Clarify

Application of Setpoint Methodology for LSSS Functions" to the Nuclear Regulatory

Commission (NRC) by letter dated January 18, 2008. This revision to TSTF-493 responded to

the NRC staff requests for additional information on TSTF-493, Revision 2 provided in writing on

July 25, 2007. The changes outlined in TSTF-493 Rev. 3 pertain to technical specifications

requirements to ensure compliance with 10 CFR 50.36(d)(1)(ii)(A) for limiting safety system settings for automatic protective devices related to variables having significant safety functions.

Limiting safety system settings are currently defined in the Standard Technical Specifications and Bases for Babcock & Wilcox Plants (NUREG-1430), Combustion Engineering Plants (NUREG-1432), General Electric Plants (NUREG-1433 and NUREG-1434) and Westinghouse

Plants (NUREG-1431).

In consideration of the NRC intention to have a more disciplined review process for TSTFs, the

NRC staff is closing out its review of TSTF-493, Rev. 2 due to exceeding the milestone

response by 45 days. As part of the action to permanently close out TAC MD5249, the NRC

staff has issued TAC MD8023 for all new charges and set milestones target completion dates

for the Federal Register Notification for Comment and Notice of Availability to be June 13, 2008

and September 12, 2008, respectfully.
