Dear Mr. Gellrich:

On February 9,2011, the Nuclear Regulatory Commission (NRC) completed its end-of-cycle performance review of Calvert Clitfs Nuclear Power Plant (Calvert Clitfs), Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators (Pls) in addition to inspection resufts and enforcement actions from January 1,2010, through December 31, 2010. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

This performance review and enclosed inspection plan do not include security information.

A separate letter will include the NRCs assessment of your performance in the Security Cornerstone and its security-related inspection plan.The NRC determined that overall, Calvert Cliffs Units 1 and 2 operated in a manner that preserved public health and safety and met all cornerstone objectives.

The NRC determined the performance at Calvert Cliffs Unit 1 during the most recent quarter was within the Licensee Response column of the NRCs Reactor Oversight Process (ROP) Action Matrix, because all inspection findings had very low (i.e., green) safety significance, and all Pls indicated that your performance was within the nominal, expected range (i.e., green). Therefore, the NRC plans to conduct ROP baseline inspections at Calvert Cliffs Unit 1, The NRC determined the performance at Calvert Cliffs Unit 2 during the most recent quarter was within the Regulatory Response column of the NRCs ROP Action Matrix because of one finding having low to moderate (i.e., white) safety significance in the Mitigating Systems cornerstone, and all Pls indicated that your performance was within the nominal, expected range (i.e., green). The finding involved the failure to develop and implement scheduled preventative maintenance for safety-related time delay relays that are used in the protective logic for the 28 Emergency Diesel Generator (EDG). This resulted in a failure of the time delay relay which caused the 28 EDG to trip prematurely when called upon to energize the 24.4 kV safety bus during an event on February 18,2010.On February 11,2011, your staff notified the NRC of your readiness for us to conduct a supplemental inspection to review the actions taken to address the performance issues.Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, "lnspection for One or Two White f nputs in a Strategic Performance Area," beginning on March 16,2011, at Calvert Cliffs Unit 2.This inspection procedure will be conducted to provide assurance that the root cause and G, Gellrich contributing causes of the risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent reoccurrence.

The enclosed inspection plan lists the inspections scheduled through June 30, 2012. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the mid-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues.
