.. _, . _ State of New Jersey Department of Environmental Protection and Energy Division of Environmental Safety, Health and Analytical Programs CN 415 Trenton, NJ 08625-0415 Scott A. Weiner Commissioner Gerald P. Nicholls, Ph.D. Director U.S. Nuclear Regulatory Commission Attention:

Document Control Desk Washington, DC 20555 Gentlemen:

October 19, 1992

Subject:

Salem Generating Station Unit Nos. 1 Docket Nos. 50-272 Amendment to the Facility Operating License AC Distribution System .. : .. The subject amendment request was submitted to the NRC by PSE&G letter dated August 14, 1992. This request proposes to revise Technical Specification 3.8.2.1 and 3.8.2.2 related to AC power distribution.

The New Jersey Department of Environmental Protection and Energy's Bureau of Nuclear Engineering (BNE) has reviewed the request in accordance with the requirements of 10 CFR 50.9l(b) and has the following comment. The proposed change adds an action statement to Technical Specification 3.8.2.2 for inoperable inverters.

However, no surveillance requirement related to inverters exists and none is proposed to be added. The proposed change requires certain actions if inverters are inoperable.

A surveillance requirement is needed so that the frequency and method of verifying inverter operability is specified.

Note that the corresponding Salem Unit 2 technical specification has a surveillance requirement for inverters.
