ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OFVIOLATIONThis is to inform the Commission that a Notice of Violation associated with a White significancedetermination process finding will be issued on or about June 29, 2006, to Exelon GenerationCompany as a result of inspections at the Braidwood Nuclear Power Plant. This White finding, which may require additional NRC inspection, involved multiple failures of the licensee toadequately evaluate the radiological hazards associated with the leaks from the circulatingwater blowdown line vacuum breakers and to assess the environmental impact of the resultant onsite and offsite tritium contamination. A Notice of Violation is included based on violations of 10 CFR 20.1501 and TechnicalSpecifications (TS). Specifically, the licensee did not make surveys to assure compliance with 10 CFR 20.1501, to demonstrate that dose limits for members of the public were met. In addition, contrary to TS requirements, the licensee did not determine the cumulative dosecontributions from liquid effluents inadvertently leaked to on-site and off-site locations and did not establish an appropriate surveillance and monitoring program to evaluate the relationshipbetween quantities of radioactive material released in effluents and resultant doses to individuals from principal pathways of exposure. It should be noted that the licensee has not been specifically informed of the enforcementaction.
