No.93-170FORIMMEDIATERELEASETel.301/504-2240(Wednesday,November17,1993)NRCISSUESDRAFTENVIRONMENTALIMPACTSTATEMENTONPROPOSEDLOUISIANAENERGYSERVICESPLANTTheNuclearRegulatoryCommissionhasissuedadraftenvironmentalimpactstatementontheproposalbyLouisiana EnergyServicestoconstructandoperateauraniumenrichment facilityinClaiborneParish,Louisiana,nearHomerandabout50 milesnortheastofShreveport.Theproposedfacilitywoulduseagaseouscentrifugeprocess,withnaturaluraniumhexafluorideasthefeedmaterial.

Theoutputproductwouldbeuptoabout1000tonsannuallyof uraniumhexafluorideenrichedupto5percentintheisotope

uranium-235.TheenricheduraniumwouldbeusedtoproducefuelforcommercialnuclearpowerplantsintheUnitedStates.Louisiana EnergyServicesestimatesthatthefacilitycapacityrepresents about17percentoftheprojectedU.S.requirementforenrichment servicesintheyear2000.Theplantwouldbeconstructedinthreephasesover5years.Facilityoperationwouldbeginaftercompletionofphase1and continuefor30years.Decontaminationanddecommissioningwill requireanadditional5years.Includedinthedraftenvironmentalimpactstatement(EIS)areanassessmentoftheimpactsofconstruction,normal operations,potentialaccidentsandtheeventualdecontamination anddecommissioningofthesite.ThedraftEISconcludesthat thefacilitycanbeconstructedandoperatedwithsmalland acceptableimpactsonthepublicandtheenvironment.PublicationofthedraftEISisonestepintheongoingNRCprocesstoevaluateLouisianaEnergyService'sapplicationfora licensetoconstructandoperatethefacility.Afterevaluating andconsideringpubliccommentsreceivedonthedraft,theNRC staffexpectstoissueaFinalEnvironmentalImpactStatement, approximatelyinthesummerof1994. BoththeEISandtheSafetyEvaluationReportwillbeconsideredinahearingtobeconductedbyanNRCAtomicSafety andLicensingBoard.Participantsinthehearingwillinclude CitizensAgainstNuclearTrash(agroupthathasbeenadmittedas anintervenorintheproceeding),LouisianaEnergyServicesand theNRCstaff.ThedraftEISisavailableforpublicinspectionandcopyingattheNRCPublicDocumentRoom,2120LStreet,NW,Washington, DC,andattheNRCLocalPublicDocumentRoom,ClaiborneParish Library,901EdgewoodDrive,Homer,Louisiana.Afreesingle copyofthedocument(whichhasbeenassignedtheidentification number"NUREG-1484")maybeobtainedbywrittenrequesttothe Director,DivisionofInformationSupportServices,U.S.Nuclear RegulatoryCommission,Washington,DC20555.InterestedpersonsareinvitedtosubmitwrittencommentsonthedraftEISwithin45daysofpublicationofaFederalRegister noticeonthissubjectbytheEnvironmentalProtectionAgency.
