STN 50-528, 50-529, and 50-530License Renewal Commitment No. 17 Related to Reactor VesselSurveillance Capsule Removal ScheduleThe purpose of this letter is to inform the NRC that Arizona Public Service Company(APS) has revised license renewal commitment number 17, related to submittal ofrevised reactor vessel surveillance capsule removal schedules.

APS requested changes to the reactor vessel surveillance capsule schedules inReference

1. The NRC staff reviewed and approved the revised schedules inReference
2. The element of license renewal commitment 17 to revise theschedules to withdraw the next capsules at the equivalent clad-base metalexposure of approximately 54 effective full power years (EFPY) (39 to 42 actualoperating EFPY), for the 60-year period of operation has, therefore, beencompleted.

License renewal commitment number 17 has been revised deleting thecompleted element of the commitment.

This commitment change also clarifies that proposed reactor vessel surveillance capsule withdrawal schedules, needed for a possible 80-year operating period,would be submitted to the NRC prior to 50 EFPY, as opposed to prior to the firstperiod of extended operation.

1. A formal decision to apply for a second license extension would likely bemade after entering the first period of extended operation,
2. NRC license renewal requirements for second license extensions have not yetbeen determined and are more likely to be finalized after entry into the firstperiod of extended operation, and3. It is expected that technical requirements will evolve as material scienceadvances, such that submittal prior to the first period of extended operation would be premature.

License renewal commitment 17 has been revised to read as follows:Existing Reactor Vessel Surveillance program is credited for license renewal,ANDPrior to 50 EFPYIf an 80-year second period of extended operation is anticipated, actionswould be taken to request approval to withdraw remaining standby capsulesat equivalent clad-base metal exposures not exceeding the 72 EFPY expectedfor the possible 80-year second period of extended operation (at about 50 to54 actual operating EFPY). Schedule changes must be approved by the NRC,as required by 10 CFR 50 Appendix H and as discussed in NRC Administrative Letter 97-04, "NRC Staff Approval for Changes to 10 CFR Part 50, AppendixH, Reactor Vessel Surveillance Specimen Withdrawal Schedules."

The needto monitor vessel fluence following removal of the remaining standbycapsules, and ex-vessel or in-vessel

methods, would be addressed prior toremoving the remaining capsules.
