Asaresultofourongoingreviewofyourreport,NEDft-20988, "CaorsoReliefValveLoadsTests-TestPlan,"wehavethefollowing commentsandsignificant areasofconoern.1.EffectsofleakingSRVonquencherloadshasbeenidentified asanareaofconcern.TheQaorsotestplan,however,hasnotaddressed thisconcern.ItisourpositionthattestsonleakingSRVshouldbeconducted andthatatestmatrixaddressing thisconcernshouldbeprovidedforourreview.2.Thetestmatrixshowsthattheparameters ofinterestwillberepeatedonlyonce.Webelievethatthisisnotsufficient todemonstrate therepeatability oftestdata.We,thevefore, suggestthatadditional testsbeconducted todemonstrate repeatability.

Therefore, atestplanconsidering aleakingSRVshouldbeprovided'forourreview.2.TheCaorsotestmatrixindicates thatmostoftheparameters ofinterestwillberepeatedonlyonce.Testsperfor'med eitherforramshead(squadCityandNonticello) orforquencher(NEDE-11314-08) exhibited agreatdegreeofdatascatter.Th'erefore, webelievethatthecurrentCaorsotestmatrixisinsufficient todetermine therepeatabi lityofthetestdata.Merecommend additional testsbeconducted forfirstactuation ofaSRVandsubsequent actuations ofthesameSRVtodemonstrate repeatability.

3.Basedonourevaluation ofpreviousSRVtestdata,wefindthattheSRVdischarge timeanddurationbetweenfirstactuation andsubsequent actuation influence thequencherloadduetosubsequent actuation.
Therefore, providethevalueandthebasisfortheselection ofthetimesfortheCaorsotests.

However,insufficient information hasbeengiveninthetestplanregarding themeasurement ofairtemperature inthepipe.Clarify.whatmeasurements orcalculations wi11bemadeto'monitorthis.temperature.

Mebelievethattheana1ytical programindicated intheMarkIIownergroupmeetingwhichwasheldonFebruary16and17,1977,isinsufficient tosupportthedesignloadsforsubmerged structure withoutexperimental data.Therefore, werecommend thatadditional pressuresensorsshouldbeinstalled onsupportcolumnsanddowncomers tomeasurethedragloadduringSRYoperation.
