DearMr.Giambusso:

Re:NineMilePointUnit1DocketNo.50-22010lg'..app~IIIC5tg73IrppL1IppySNLpfp7(plkocEQgagOurapplication forconversion ofProvisional Operating LicenseNo.DPR-17toafull-term operating licenseincludedananalysisofthecapability ofNineMilePointUnit1toaccommodate anticipated transients withoutscram.Sincethetimeofthatsubmittal, certainchangeshavetakenplacewhichaffecttheanalysisofthesetransients andotheranticipated transients.

Theattachment toyourletterofOctober19,1973includedassumptions andcriteriatobeusedintheanalysisoftransients withoutscram.Theanalysiswhichwasincludedinourprevioussubmittal showedthatfortheworstcaseduringanticipated transients withoutscram,containment pressurecouldreach45psig.Thisexceedsthedesignpressureofthesuppression chamber.Theattachment toyourletterofOctober19,1973specified containment designpressureastheacceptable limit.LThepreviousanalyses'of othertransients whichincludescramwereperformed assumingnotrippingoftherecirculation pumps.Preliminary investi-gationsindicatethatincorporation ofatrippingofthepumpsonhighreactorpressureaggravates thesetransients.

...SeePage28642

TQMr.A.Giambusso Becauseofthechangestotheanalysesasdescribed above,NiagaraMohawkconsiders thattheadditionoftherecirculation pumptripisnotjustified untilreanalyses ofanticipated transients withoutscramandothertransients arecompleted.

Therefore, thetn.poftFierecirculation pumpsonhighreactorpressureisbeingdeletedfromtheprotection systemcircuitry.

Thereanalyses oftheanticipated transients withoutscramhavebeeninitiated andwillbesubmitted byOctober1,1974asrequested intheattachment toyourletter.Verytrulyyours,udolph.SchnaderVicePresident
