Rochester Gas&Electric(RG&E)haspreviously providedresponses (References 1and2)totheNuclearRegulatory Commission's requestforinformation pursuantto10CFR50.54(f) regarding adequacyandavailability ofdesignbasisinformation.

Theintentofthiscorrespondence istoprovideanupdateofthecurrentstatusandscheduleofthecommitments madebyRG&Einregardstodesignbasisinformation.

Astheresultofresponding toNEIinitiative 96-05,RG&Enotedthatthedescriptive information intheUFSARhasnotalwaysbeenrigorously modifiedinaccordance withplantorprocedure changes.WithinReference 1,RG&Ecommitted toundertake a'oluntary initiative toperformathoroughreviewoftheUFSARwithanexpectedcompletion dateofOctober18,1998.ThisdatewastocoincidewiththeNRC'stwoyearEnforcement Discretion periodforself-identification ofFSAR98i0230i23 8810PDRADQCK05000244PDRP,.",,'R discrepancies.

Recently, asdocumented inReference 3,furtherCommission direction hasbeengivenby'theDirector, OIIiceofEnforcement, forthehandlingofdiscretion forFSARdiscrepancies.

TheEnforcement GuidanceMemorandum discusses therelationship ofFSARaccuracyandcompleteness andprovidesnewdatesfortheextension oftheprovision fortheexerciseofdiscretion asdescribed inSectionVII.B.3oftheEnforcement PolicyofMarch30,2000forrisksignificant itemsandMarch30,2001forallotherissues.RGkEhasbeenactivelyreviewing theUFSARusingplantpersonnel duringthisperiod.Thoughthiswasamajorundertaking itwasfeltthattheknowledge gainedbytheindividuals doingthereviewwouldbeinvaluable andmuchoftheknowledge wouldbelostifoutsidecontractors wereutilized.

Currently over83%oftheUFSARhasbeenaddressed, whichincludes94sectionsthathavebeenbrokendownintoover5200individual recordsthathavebeenevaluated forover11,000tiestoimplementing orsourcedocuments.

Todate,thisreviewhasnotdetermined anyitemswhichareofareportable natureandthemajorityofthediscrepancies foundcontinuetoberelatedtopastincomplete updatingastheresultofplantchangesandthegeneralnatureoforiginalstatements.

Theremainder oftheUFSARreviewisbeinggivenahighpriority, asthisreviewalsotiesinwithRGBscommitment (Reference 2)tocollateandvalidateselectedinformation forspecificsystemsandtopicsandlinktheinformation electronically withtheUFSAR.RG&Econtinues toremainconfident thattherisksigni6cance oftheminordiscrepancies intheUFSARislow.Accordingly, RGkEisrevisingourvoluntary commitment dateforthecompletion oftheUFSARreviewtocoincidewiththerevisedNRCenforcement discretion datesof,March30,2000forrisksignificant itemsandMarch30,2001forallotherissues.InadditiontotheUFSARreview,severalprocessweaknesses thatwerehighlighted inReference 1werealsotiedtotheOctober18datefordevelopment andimplementation ofimprovements.

Anewcommitment management procedure hasbeendeveloped toensurethatlicensing commitments arecontrolled morecloselyandareviewofpreviousNRCcorrespondence hasbeenperformed toidentifypotential procedural basedcommitments.

Procedural changeshavebeenimplemented toprovideenhancements tocurrentprocesses whichcouldpotentially acctinformation intheUFSARtorequiretimelygeneration ofUFSARChangeNotices.Anelectronic wordsearchable versionoftheUFSARhasbeenprovidedtositepersonnel.

QAauditsandsurveillances havealsobeenenhancedtoprovideforanUFSARaccuracyreviewwhenareasaffecting theUFSARareevaluated.

Theseitemsareconsidered completepertheoriginalcommitment andfurtherprocessimprovements willcontinueasthedesignbasisdocumentation projectprogresses.

RGBcontinues tobeinvolvedcloselywithindustrygroupsandtheNRConthetopicofUFSARaccuracyandcompleteness andwillprovidefutureupdatesastothestatusofourprojectsasmajormilestones arereachedorassignificant changesintheindustryareinitiated.
