Anon-siteaccidentinvolving anyofthesesubstances couldcauseanevacuation oftheplantandsurrounding community.

I 3.CONCEPTOFOPERATIONS A.GeneralThePennsylvania Emergency ResponseCommission (PERC),withthePennsylvania Emergency Management Agency(PENA)astheoperational agency,andtheLocalEmergency PlanningCommittee (LEPC),withtheLuzerneCountyEmergency Management Agency(LCEMA)astheoperational agency,established bytheGovernor's Executive Order1987-8(Ref.6.A.3)undertheprovisions ofSARATitleIII,providetheorganizational responsetohazardous materialreleasesincluding:

1.Notification andResponseThefacilityowner/operator initiates theresponsebyfollowing theprescribed notification procedures.

Facilityresponders arejoinedbypublicresponders whohavebeennotifiedbytheLEPCviatheCountyEmergency Management Agency(EMA).2.Containment andNeutralization Theowner/operator andthepublicresponders sharetheworkofcontainment andneutralization.

3.Protection ofPublicCountyCommissioners, workingwiththeCountyEMA,willprovideforprotection ofthepublicfromtheconsequences andimpact.4.Clean-upThefacilityowner/operator providestheplanningandresponsecapability forcleanup.5.Re-entryDepartment ofEnvironmental Resources (DER)determines whenareaissafeforreentry.B.Categories ofEmergencies Fourcategories havebeenestablished reflecting hazardous materials releasesofvaryingseverity.
