NPF-63 SUPPLEMENTARY RESPONSE TO NRC BULLETIN NO. 88-10 NONCONFORMING MOLDED CASE CIRCUIT BREAKERS Gentlemen:
On April 3, 1989, Carolina Power E Light Company (CPAL) submitted information to NRC requested by NRC Bulletin No. 88-10 "Nonconforming Molded-Case Circuit Breakers" for the Shearon Harris Nuclear Power Plant (SHNPP). In that response, CP&L indicated that records check visits were being scheduled at the facilities of suppliers of molded-case circuit breakers (MCCBs) to SHNPP who were other than circuit breaker manufacturers (CBMs). These records check visits were intended to add additional credence to the MCCB traceability documentation provided to CPEL by these non-CBM suppliers. The attached supplementary report provides the findings of these records visits and updates the status of the safety-related MCCB issue at SHNPP.
Carolina Power 8 Light Company has reviewed the NRC analyses and positions provided in Supplement 1 to NRC Bulletin No. 88-10 and has determined that further changes to the SHNPP response to the Bulletin are not warranted as a result of issuance of the Supplement.

Attachment A Page 1 of 1 SHNPP SUPPLEMENTARY REPORT ON NRC BULLETIN NO. 88-10 NONCONFORMING MOLDED CASE CIRCUIT BREAKERS I. Purpose and Scope The purpose of this supplementary report is to advise the NRC of additional nontraceable molded case circuit breakers (MCCBs) and MCCBs traceable to known refurbishers identified during records reviews at noncircuit breaker manufacturer (non-CBM) suppliers'acilities. These records reviews were performed by CP&L inspection teams subsequent to our initial report. Additionally, traceability documentation was received from one non-CBM supplier (WESCO) which had previously been identified as providing nontraceable MCCBs.
II. Summary of Results In instances where non-CBM suppliers could not provide acceptable traceability documentation for CP&L purchase orders, records reviews'were performed by CP&L at the suppliers'acilities. In most cases, the required documentation was extracted from the suppliers'ecords by the CP&L team. In a few cases, the required documentation could not be located, and in one case, a supplier had actually obtained breakers from known refurbishers. A summary of which suppliers required records reviews by CP&L and the results of these reviews is given in Attachment B.
Breakers identified as nontraceable or traceable to known refurbishers which were intended for use in safety-related applications were immediately removed from stock, and are presently being retained for further evaluation. Since the number of traceable breakers remains greater than 804 of the inspected sample,: activities related to Bulletin Action Items 4 and 5 are unchanged from our initial response.
