Dear Mr. Jenkins:
This is to confirm both the NPDES permit exception and the unusual discharge reported to you on January 31, 1985.
The permit exception involved Outfall 101, the Unit One Flash Evaporator Blowdown. As reported in our letter of January 4,1985, the flow sensor for this outfall was found to be malfunctioning during December of 1984. This sensor was returned to service on January 16, 1985, when the circuit breaker was replaced However, flow could not be measured during the period from January 1 through January 16, and was therefore estimated. A measured flow is required by the current NFDES permit.
The unusual discharge involved the Surry Turbine Basement Sump A. On January 30, 1985, approximately 100 gallons of 0.0003 percent Hagatreat solution entered the sump via a recirculation line from the Unit One A Bearing Cooling Pump, which was undergoing routine maintenance. Hagatreat is a corrosion inhibitor composed of 70% zinc sulfite and 30% sodium dichromate.
This line had been isolated and was being drained in preparation for repair of the cooling pump. The drained solution entered the sump via a floor drain.
As corrective action, the procedure was stopped, and personnel involved were instructed not to allow any such release of this material in the future.
Other station personnel who might be involved with this system will also be instructed in the proper techniques for work in this area.
