Dear Mr. Knudson:
On February 27, 1985, the TSS concentration at outfall 004 was 70 mg/1, which exceeded our permit limitation of 45 mg/1. We became aware of th'is noncompliance when telephoned by our contract laboratory on March 6, 1985.
We are not certain of the cause of this excursion. Investigation of the situation has indicated that solids levels in the plant are slightly elevated and flows have been extremely slow, but that t;he BOD 5 concentrr. tion is within compliance levels; so treatment is being effected. In addition to normal maintenance activities, personnel are paying particular attention to plant conditions, and sludge will be removed to reduce overall solids levels. It la anticipated that if this outfall has not already returned to compliance, it will do so by March 13, 1985, the next scheduled sampling day.
On March 6, 1985, the pH at outfall 003 was 5.4 SU, which was below the permitted range of 6-9 SU. We became aware of this noncompliance on March 6,1985 when collecting the weekly sample for this outfall. We attribute this noncompliance to substances entering the oil / water separator through floor drains in the Service Building. Personnel working in the building have been reminded about proper disposal procedures for cleaning solutions, and a caustic solution was added to the system to raise the pH to the appropriate level. It'is expected that the outfall returned to compliance within a day of the excursion.
