This submittal is in response to NRC letter dated June 20,1996 which transmitted NRC comments associated with the May 6,1996 Waterford 3 submittal (W3F1 0070) of the Quality Assurance Program Manual (QAPM) Update. The June 20, 1996 letter identified ten changes to the Waterford 3 program that NRC, based on the information provided, determined could pctentially be reductions of the !
commitments associated with our existing program. Attached is a revised discussion of the Quality Assurance Program Manual Update (for the period October 8,1994 through May 1,1996). !
Part 1 of the attachment addresses three changes that, upon further review, we concur represent reductions from previously accepted commitments. The initial 10CFR50.54 reviews performed for these changes did not identify the changes as being lessenings of commitments based on the assessment that the changes did not lessen the effectiveness of the QA program. Entergy is hereby requesting NRC review and approval of these changes based on the justifications provided in Part 1 of the attachment. Note that these changes had been made prior to receiving NRC approval, and consequently, this condition is being addressed under the Waterford Corrective Action Program.

O Quality Assurance Program Manual Update W3F1-96-0154 Page 2 December 19,1996 Part 2 of the attachment addresses the remainder of the QAPM changes that Entergy upon further review, maintains are not reductions of previously accepted commitments. The bases and additionaljustification for Entergy's conclusions are also included.
Part 3 of the attachment addresses corrective actions to assure prior notification of the NRC for pending and future changes to the QA Program where applicable.
Part 4 of the attachment contains a copy of the changes to the Waterford 3 QAPM.
The changes are identified by the change bars in the right margin of the affected pages.
