Dear Mr. Floyd:

In our February 5,' 1997 letter to you, we provided information regarding NRC's license authorization of Interstate Nuclear Services (INS) operations using wastewater filter sizes of 20-25 microns at both their Royersford, Pennsylvania, and Portsmouth, Virginia facilities (see Enclosure 1). In addition, during my telephone discussions with you, I agreed to provide you with background information on this license authorization.

in response to your request, NRC has conducted a review of both INS facilities in order to provide you with the supporting background which you have requested. With respect to INS Royersford, a study was conducted by Scientech, Inc., at their request, in order to provide the supporting background information involving radioactive particulate releases into the wastewater at this facility (Enclosure 2); The results of this study, as well as other studies that INS has conducted,' indicate that successive filtration of the wastewater using filter sizes smaller than 20 microns did not significantly lower the amount of radioactivity in the water. In addition, as the NRC Inspector's field notes for the Royersford facility illustrate, specifically page E-8 and the attached report, the licensee uses five different filter sizes (1,5,10,30 and 60 microns) rather than just one filter size of 20 or 25 micron to show that the gross radioactivity levels are statistically the same for solids retained for any of the five filter sizes (Enclosure 3).

The specific licensing action associated with the authorization of a 20 micron filter was associated with INS Portsmouth, not INS Royersford, as our February 5,1997 letter indicated to you. Enclosures 4 through 6 provide you with copies of the NRC Region ll licensing files regarding the INS Portsmouth license requiring the use of a 20 micron filter for solubility determination.
