s TENNESSEE VALLEY AUiHORITY (TVA) - NUCLEAR POWER - ORGANIZATIONAL REALIGNMENT Th'e purpose of this letter is to inform you of recent changes made within the management structure of TVA's Nuclear Power organization. These changes represent TVA's continued efforts to focus our management structure in a manner which will give primary support to safe, efficient, and reliable plant operation. As we mentioned in our June 3 letter to the NRC's Office of Special Projects, TVA's reorganization efforts are aimed at implementing those changes necessary to reflect a reorientation from design and modification to one which supports safe plant operation and institutionalization of the improvements made to date. These changes are also consistent with the expectation expressed in the NRC's Safct)

Evaluation Report on TVA's Revised Corporate Nuclear Performance Plan that, as the TVA organization matures and problems are resolved, there will be some consolidation into a more hierarchical structure.

The fundamental change involves the consolidation of two organizations previously headed by separate Vice Presidents, Nuclear Support and Nuclear Quality Assurance, into a Nuclear Assurance and Services (NA&S) organization ,

headed by a single Vice President reporting directly to the Senior Vice President, Nuclear Power. This change will integrate our plant oversight, assessment, verification, and service functions as depicted in the enclosed revised Nuclear Assurance and Services organization chart. Other notable aspects of the new organization are as follows:

' Manager, Nuclear Quality Assurance (NQA), reports directly to the Vice President, NA&S. However, the Manager, NQA, has direct '

unencumbered access to the Senior Vice President and other Vice Presidents on quality matters warranting such attention. This is

- to ensure that the quality organization continues to have sufficient independence and organizational freedom from the influence of costs and schedules to be able to effectively assure l conformance to Quality Assurance program matters. All nuclear quality assurance and quality control functions remain consolidated under the Manager, NQA.

President, NA&S, and will continue to perform their independent oversight and-assessment functions for Nuclear Power. It i s my intent to combine the Independent Safety Engineering Group (ISEG) and NMRG at a later time.

Revisions to the Corporate Nuclear Performance Plan, FSARs, the Quality Assurance Topical Report, and other controlling documents are currently .

underway to reflect the above-mentioned organizational changes. -
