The Missouri Department of Natural Resources appreciates the opportunity to review the Nuclear Regulatory Commissions Draft Environmental Impact Statement (EIS) for Interim Storage Partners (ISPs) License Application for a Consolidated Interim Storage Facility (CISF) for Spent Nuclear Fuel in Andrews County, Texas. The Department offers the following comment for consideration.
- Section 2.2.1.5 does not address radiological or rail safety inspections of the waste during transit. Some states, including Missouri, have statutes that allow for inspections of shipments that exceed a certain level of radioactivity. The Department recommends the EIS include a discussion of how inspections would occur during transit and how the entity responsible for the transportation of the waste will coordinate transportation and inspection plans with states that perform inspections. The Department also recommends the EIS include a discussion on who is responsible for responding to an incident during transport, should one occur.
