General Comment
The staff assigned within ADPCR3 have limited experience with the current methodologies for performing the radiological dose calculations associated with a License Termination. This is apparent from the limited detail on how the calculations will be performed that has been provided to date in licensee submittals. Recent License Terminations at Zion, LaCrosse, and Humboldt Bay have shown that without the appropriate level of analytical experience on staff that the process and time required to complete this work can extend the total time to terminate a license by many years. The ADPCR3 staff has limited experience with collecting radiological samples but no recent experience with performing the calculations required to demonstrate that the final dose will comply with the 10 CFR 20.1402 dose limit.
