SUBJECT:
COORDINATION OF NRC RESTART PROGRAMS FOR PEACH BOTTOM, PILGRlH AND RANCHO SECO As you are aware, there are many tasks underway in the regions and in NRR to review the subject licensees' plans and programs to restart their facilities.
The appropriate staffs are working diligently to provide for a comprehensive -
l t,ssessment of the licensees' activities to ensure they correct the root cause cf the identified problems, preclude recurrence of similar problems and provide for lasting safe operations.
We need to ensure that the NRC staff efforts are focused on the correct safety issues, provide for ecmprehensive coordination betweer NRR and the regions, provide for timely NRC positions to the licensees, provide a focal point for i coordination with the Office of the ED0 and other offices, and speak with one voice to the licensees. Therefore, for each of the plants, I have appointed a senior NRC manager as the agency focal point and my personal representative for ensuring that the many hRC staff decisions and actions pertaining to the agency restart activities are consistent with achievement of comprehe'sive, technically porting correct a restart and timely agency actions which are targeted towards sup-decision.
The senior NRC managers assigned are:
