Accordingly,theOfficeoftheGeneralCounselpreparedadraft paper(SECY-92-170datedMay8,1992)whichidentifiedand analyzedissuesrelevanttoestablishingprocedurestogovern designcertificationrulemaking.OnJuly20,1992,apublicworkshopwasheldtofacilitatepublicdiscussionoftheissuesraisedinthatpaper,anda30-dayperiodwasprovidedfollowingtheworkshoptoallowthe publicanopportunitytosubmitwrittencommentsontheissues.
ThepapercontainingtheOfficeoftheGeneralCounsel'sfinal recommendationstakesintoaccountthediscussionsatthe workshopandthewrittenpubliccommentsthatwerereceived.TheCommissionwillestablishtheprocedurestobefollowedinthefirstdesigncertificationrulemakingproceedingwhenit issuesanoticeofproposedrulemakingforthatdesign
