Letter from Stewart B. Minahan, Nebraska Public Power District, to the U.S.Nuclear Regulatory Commission, dated October ' 0, 2008, "Nine-Month Response to NRC Generic Letter 2008-01, "Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems"

Dear Sir or Madam:

The purpose of this letter is inform the Nuclear Regulatory Commission (NRC) of a change in due dates associated with two commitments.

Nebraska Public Power District (NPPD) committed to revise Cooper Nuclear Station (CNS) fill and vent procedures to use ultrasonic testing (UT) by no later than March 3, 2009 in the above reference.

NPPD made a similar commitment to revise surveillance procedures to use UT by the same date. The basis for both commitments is to provide additional assurance that Emergency Core Cooling Systems (ECCS) are filled. The new commitment date for these two commitments is August 3, 2009.The additional time permits the development and establishment of more rigorous acceptance criteria based on computer models of the ECCS in advance of evaluating future UT results collected by these procedures.

The new due date ensures the procedures will be available to support ECCS maintenance and restoration in the next refueling outage, and to support other CNS specific actions related to the resolution of Generic Letter (GL)2008-01.

The new due date is acceptable because of the results of recent walkdowns and UTs performed on identified ECCS susceptible unvented high points. The UT examinations performed on these locations found no major voids that exceeded industry acceptance guidelines or challenged ECCS operability.

Additionally, current operating experience and testing continue to demonstrate that the systems within the scope of the GL continue to support their required design functions.
