Dear Ms. Galef:
UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 February 18, 2016 I am providing an additional response to your letter of December 28, 2015, to U.S. Nuclear Regulatory Commission (NRG) Chairman Stephen G. Burns that was co-signed by Assemblymen David Buchwald and Thomas Abinanti, on the proposed Spectra Energy natural gas pipeline project that will be located in the vicinity of the Indian Point Energy Center. In your letter, you recommended that the NRG staff meet with Mr. Richard Kuprewicz, President of Accufacts, Inc., to discuss the issue of pipeline safety and some of his concerns and recommendations.
As you requested, a technical discussion was held with Mr. Kuprewicz at NRG headquarters offices on February 2, 2016. The discussion was attended by eight representatives from the NRG, including staff who collectively reviewed Entergy's site hazards analysis, performed independent confirmatory analyses, and were responsible for the onsite inspection and subsequent NRG inspection report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14314A052).
Also in attendance were two representatives of the Pipeline & Hazardous Materials Safety Administration of the U.S. Department of Transportation who are responsible for Title 49 of the Code of Federal Regulations Parts 190-199 on pipeline -safety. During the approximately 2.5-hour meeting with Mr. Kuprewicz, the NRG staff provided an overview of NRG nuclear power plant design requirements and the modeling assumptions used in our confirmatory analysis.
The staff discussed the conservatisms in our analysis and *
- explained how available plant equipment can safely shut down both Indian Point operating units following a postulated gas pipeline rupture. The majority of the meeting was devoted to Mr. Kuprewicz's detailed technical discussion on pipeline transient analysis and gas dynamics following the rupture of a large gas pipeline.
The NRG appreciates Mr. Kuprewicz taking the time to provide his detailed expertise and knowledge on gas pipeline safety for this important matter. The NRG staff considered the information for any impact on the assumptions, methods, and conclusions of our confirmatory analysis.
Fully considering the insights shared by Mr. Kuprewicz, the NRG staff continues to conclude that both Indian Point units remain capable of achieving safe shutdown following a rupture of the proposed pipeline because equipment necessary to reach that state remains unaffected by the postulated event. Overall, the NRG staff found the meeting with Mr. Kuprewicz to be a beneficial and productive exchange of information.
A follow-up action was taken by the NRG staff to provide Mr. Kuprewicz with publicly available documents that explain, in greater detail, which S. Galef systems would be available to support the safe shutdown of the Indian Point operating units. This information was provided to Mr. Kuprewicz on February 17, 2016 (ADAMS Accession No. ML16048A097).
