Dear Mr. Hamilton:

This letter confirms the telephone conversation between Mr. Graham Davenport of your staffand Mr. Robert Carroll of this office on January 8, 2006, concerning a Regulatory Conference, being conducted at your request, which has been scheduled for February 6, 2006, at 10:00a.m. The meeting notice, which provides additional details, is enclosed. The purpose of the Regulatory Conference is to discuss the risk significance of the inspection finding documented in Inspection Report 05000269,270,287/2005012. This finding involved a failure to promptly identify and correct a long-standing discrepancy between the Unit 3 control room and its tornado licensing basis specified in the Updated Final Safety Analysis Report (UFSAR). The finding was preliminarily characterized as Greater than Green (i.e., an issue having more than very low safety significance.) In addition, the conference will also address the apparentviolation associated with the inspection finding.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and itsenclosure will be available electronically for public inspection in the NRC Public DocumentRoom (PDR) or from the Publicly Available Records (PARS) component of NRC's AgencywideDocument Access and Management System (ADAMS).
