SUBJECT: BROWNS FERRY NUCLEAR PLANT - NRC EXAMINATION REPORT 05000259/2006301, 05000260/2006301, AND 05000296/2006301

Dear Mr. Singer:

During the period May 1- 3, 2006, the Nuclear Regulatory Commission (NRC) administered operating tests to employees of your com pany who had applied for licenses to operate the Browns Ferry Nuclear Plant. At the conclusion of the operating tests, the examiners discussed

the operating tests and preliminary findings with those members of your staff identified in the

enclosed report. The written examinations were administered by your staff on May 12, 2006.

Two Reactor Operator (RO) applicants and two Senior Reactor Operator (SRO) applicants passed both the written examination and operating test. One RO applicant, who was granted a

waiver for the written examination, passed the operating test. There were no post examination

comments, as indicated in a facility letter dated May 19, 2006, from Mr. William D. Crouch, Manager of Site Licensing and Industry Affairs at your Browns Ferry Nuclear Plant.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public

The NRC administered the operating tests during the period May 1 - 3, 2006. Members of the Browns Ferry training staff administered the written examinations on May 12, 2006. The written

examinations and the operating test were devel oped by the Browns Ferry training staff. Two Reactor Operators (RO) and two Senior Reac tor Operators (SRO) applicants passed both the operating test and written examination. One RO applicant, who was granted a waiver on the written examination, passed the operating test. The applicants were issued operator licenses

commensurate with the level of examinations administered.

No significant issues were identified.

4OA5 Operator Licensing Initial Examinations

a.Inspection Scope The Browns Ferry training staff developed the written examinations and the operating

tests in accordance with NUREG-1021, "Operator Licensing Examination Standards for

Power Reactors," Revision 9. The NRC examination team reviewed the proposed

written examinations and operating tests. Examination changes, agreed upon between

the NRC and the licensee, were made according to NUREG-1021 and incorporated into

the final version of the examination materials.

The examiners reviewed the licensee's examinat ion security measures while preparing and administering the examinations to ens ure examination security and integrity complied with 10 CFR 55.49, "Integrity of examinations and tests."

The examiners evaluated three RO and two SRO applicants who were being assessed under the guidelines specified in NUREG-1021. The examiners administered the

operating tests during the period of May 1 - 3, 2006. Members of the Browns Ferry

training staff administered the written examinations on May 12, 2006. The evaluations of

the applicants and review of documentation were performed to determine if the

applicants, who applied for licensees to operate the Browns Ferry Nuclear Plant, met

requirements specified in 10 CFR 55, "Operators' Licenses." b.Findings No findings of significance were identified.

The NRC determined that the licensee's examination submittal was within the range of acceptability expected for a proposed examination. Two RO and two SRO applicants

passed both the operating test and written examination. One RO applicant, who was

granted a waiver on the written examination, passed the operating test. There were no

post examination comments. The combined RO and SRO written examination, the answer key, and RO/SRO examination references may be accessed in the ADAMS

system (ADAMS Accession Numbers, ML053420532 and ML053420579).

4 4OA6 Meetings Exit Meeting Summary On May 3, 2006, the examination team discussed generic issues with Mr. B. O'Grady, Site Vice President, and members of his staff. The inspectors asked the licensee

whether any materials examined during the inspection should be considered proprietary.
