Inspection Trends

  • Increase in the number of Notices of Nonconformances against Criterion III, Design Control"
  • Some inspections resulted in no findings
  • Continue to observe issues with:

- adequate implementation of commercial-grade dedication programs

- adequate qualification of safety-related suppliers and sub-suppliers

- adequate implementation of corrective action programs 4

SONGS Lessons Learned

  • Evaluate lessons learned in the area of vendor oversight
  • 2 recommendations identified:

- Perform pilot design-related inspections at vendor facilities prior to and/or during the fabrication process for safety-related major plant modifications

- Develop identification guidelines and screening criteria to determine:

  • When a plant change can be considered a major plant modification
  • When a major plant modification should be subject to a vendor inspection
  • 1st pilot design related aspect inspection at Equipos Nucleares, S.A (ENSA) in Santander, Spain
  • At least 1 other planned 5

SONGS Lessons Learned

  • Conclusions

- No specific findings identified related to issues in the design review, design change process, design documentation, or design related software at ENSA

- Continue to perform design-related inspections as part of the pilot program

- Assessment will determine if design related aspect inspections continue on a permanent basis 6
