Rochester GasandElectric(RG&E)previously submitted alettertotheNRCconcerning thepotential forconverting theGinnaStationTechnical Specifications, asawho'eorinpart,totheImprovedTechnical Specification (ITS)format(Reference a.).ThiswasfollowedbyameetingwiththeNRCOTSBonOctober18,1993,todiscussaproposedconversion approachandtorequestadditional information.
TheNRCstaffprovidedtherequested information inReference b.RG&EandtheNRCstaffsubsequently metonFebruary3,1994(Reference c.)tofurtherdiscusstheproposedapproach.
Basedonthesediscussions andaninternalcostbenefitstudy,RG&Ehasdecidedtoimplement aTechnical Specification Improvement Program(TSIP)forGinnaStationasfollows:(1)TheGinnaStationTechnical Specifications (TS)willbeconverted totheITSformat(including thebases)asdocumented inNUREG-1431 (Reference d.)andassupplemented byindustryacceptedNUREGchangepackageswhichimproveorcorrecterrorswithintheNUREG.Thisconversion willbelimitedtothecurrentGinnaStationTSrequirements withadditional requirements onlyaddedifRG&Ebelievestheyarenecessary inordertoprovideacompleteTS.RG&EwillattempttoprovidetheNRCwithasmuchbackground information andjustification fornotaddingtheremaining NUREGrequirements usingexistingdocumentation fromsourcessuchastheSystematic Evaluation Program(SEP)andTMIActionPlanreview.Itisourunderstanding thattheadditionofanynewrequirements duringtheconversion processaresubjecttothebackfitrule(Reference b.,RG&EQuestiong2).RG&Ewillalsoimplement severalline-item improvements torelocatecurrentTSrequirements consistent withtheTSPolicyStatement duringtheconversion process.Inaddition, theTSIPwillattempttoaddressanyinconsistencies contained withinthecurrentGinnaTS.However,RG&Erecognizes thatallchangesmustbeappropriately supported bythenecessary safetyandaccidentanalyses.

RG&EplanstosubmitaLicenseAmendment Request(LAR)inordertosupportNRCapprovalandRG&Eimplementation priortocompletion ofthe1996refueling outagewhichbeginsinMarchofthatyear.Thisisnecessary sinceRG&Ewillbereplacing steamgenerators andconverting toan18monthcycleduringthatoutage.AllTSissuesrelatedtothesteamgenerator replacement and18monthcyclewillbeaddressed withintheTSIP.ThefailuretomeettheproposedschedulewillmostlikelymovetheITSimplementation datetoOctober1997whichisthenextscheduled refueling outageaftersteamgenerator replacement andwouldrequireadditional LARs.RG&Edesirestoimplement theconversion duringarefueling outageperiodduetothesignificant changeswhichareexpectedbyaconversion fromcustomTS.RG&EwillrequestameetingwiththeOTSBinthenearfuturetodetermine theappropriate schedulewhichisnecessary tomeetthepreferred implementation date.Inordertosupporttheproposedschedule, RG&Ewillrefrainfromsubmitting futureTSchangesnotrelatedtotheconversion effortunlessrequested bytheNRC.Thisincludesanysubmittals relatedtothenew10CFR20ruleandtrainingrequirements.
RG&Ealsohassubmitted threeLARswhichhavenotyetreceivedNRCapprovalrelatedtothePermissive P-10setpoint(Reference e.),PORVandBlockValveReliability (Reference f.),andPORCmembership requirements (Reference g.).RG&EproposestoaddressthePermissive P-10setpointduringtheTSIP.ThePORVandBlockValveReliability concerncanalsobeaddressed duringtheTSIP;however,itisRG&E'sunderstanding thatthiswillfirstrequireNRCresolution ofthegenericissue.RG&EintendstoaddressPORCmembership requirements bysubmitting aLARwhichreformats theentireAdministrative ControlssectionofTSconsistent withReference h.asdiscussed duringtheFebruary3rdmeeting(Reference c.).RG&EexpectstosubmitthisLARbyApril1994.ThestafffortheotherWestinghouse 2-Loopplants(i.e.,Kewaunee, PointBeach1and2,andPrairieIsland1and2)haveinformedRG&Ethattheyplantoactivelyparticipate intheGinnaconversion effortby:(a)reviewing theircustomTSagainsttheGinnaTS;(b)reviewing theproposedconversion chaptersandproviding comments; and(c)reviewing allbackground information andcorrespondence betweenRG&EandtheNRCstaffinordertoidentifyandsupportpotential improvements totheirindividual specifications.
BasedonthemeetingwiththeNRConFebruary3,1994(Reference c.),RG&Eunderstands thattheTSIPwillbeconsidered aselfassessment programsimilartoadesignbasisreconstitution effort.Therefore, allfindingsdiscovered duringtheTSIPrelatedtothecurrentGinnaStationTSwillbeconsidered withrespectto10CFR2,AppendixC,SectionVII/B.
7I TheTSIPwillbeimplemented byateamconsisting ofindividuals withlicensing, operations, engineering andtrainingbackgrounds toensureaccuracyandtominimizetheimpactonGinnaoperating organizations duringtheimplementation process.RG&ElooksforwardtoworkingwiththeNRCstaffonthisimportant projectandwillrequestameetingwiththeOTSBinthenearfuturetofurtherdiscusstheTSIPandschedule.
