Dear Ms. Azulay:
This letter is in response to your letter dated November 8, 2013, in which you requested additional information related to the Regulatory Conference held on November 1, 2013, in King of Prussia, Pennsylvania, regarding the Loss of Shutdown Cooling Event which occurred on April 16, 2013, at Nine Mile Point Nuclear Station, Unit 1. In your letter, you requested the U.S. Nuclear Regulatory Commission (NRC) provide a transcript of the Regulatory Conference, copies of all NRC reports related to the April 16, 2013, Loss of Shutdown Cooling Event, and requested that the NRC analyze the impact of a steam environm ent in the reactor building on the core damage frequency and large early release frequency if the reactor had reached boiling.
In response to your request, I have included a copy of the following NRC Inspection Reports:
- 1. Final Significance Determination of Green Finding - Nine Mile Point Nuclear Station Unit 1 (NRC Inspection Report No. 05000220/2013010), dated December 10, 2013 (ML13344A989)
- 2. Nine Mile Point Nuclear Station, Units 1 and 2 - NRC Integrated Inspection Report 05000220/2013003 and 05000410/2013003; Preliminary Greater than Green Finding and Apparent Violation, dated September 23, 2013 (ML13266A237)
- 3. Nine Mile Point Nuclear Station - NRC Integrated Inspection Report 05000220/2013003 and 05000410/2013003, dated August 13, 2013 (ML13225A471)
- 4. Letter from Everett Perkins to Daniel Schroeder, Subj: NMP Response to NRC Staff Questions: Impact of Postulated Harsh Environment in NMP1 Rx Building, dated November 8, 2013. (ML13339A967).
The Final Significance Determination report includes a summary of the Regulatory Conference held on November 1, 2013, the NRC's review of the issues discussed at the Regulatory
Conference, and the basis for the NRC's conclusion. This report also contains a copy of the presentation made by Constellation Energy Nuclear Group. Unfortunately, the NRC does not
J. Azulay 2 transcribe most public meetings, including regulatory conferences. However, we believe that the attached documents fully address your other requests and provide additional information concerning the discussions at the Regulatory Conference.
We thank you for your interest in this matter. We believe that our ongoing inspection and assessment of Constellation Energy Nuclear Group's efforts have been, and will continue to be, effective in assuring the safety of Nine Mile Point Unit 1. If you have any additional questions or require any clarifications, please contact me at (610) 337-5262.
Sincerely,
