. FOUNDATION BASEMAT.AT WATERFORD 3

-A' meeting was held ~ on October 12-24' 1985 between the NRC staff and consultants (BNL).and LP&L staff and consultants (EBASCO) at the Waterford 3 site to discuss the. surveillance program for the common foundation basemat at Waterford 3.
A list of attendees _ at the meeting.i_s. attached as Enclosure I.
The basemat-surveillance program is described in a letter submitted February 25,~_1985 and is required by the waterford 3 Appendix A Technical Specifications.
The staff a'nd BNL toured the cooling tower area of the basemat, inspecting -the visible basemat cracks in that area as well ~as the. survey points for settlement
~
data, a'nd. examined the test wells where the piezometerfreadings are taken.
They discussed with LP&L and.EBASCO the rationale for selection of the survey points and proposed strain guage location and the sampling frequency needed for crack width measurements and collection of settlement and piezometer data.
LP&L has prepared a procedure, PE-5-033 Rev. I'(EnclosureiII), which describes the purpose for the surveillance,.how it is to be carried out, the needed materials and. test equipment, the acceptance criteria and the maps and data-to
- be used as a baseline. The staff'and BNL' reviewed the surveillance procedure
. in detail and provided LP&L_ and EBASCO with general and specific coments for
'their consideration. LP&L' stated that they and EBASCO would be prepared to respond to the staff's comments on the surveillance-program at the meeting in New York scheduled for October 30 and 31,;1985.
