On December 8,1998, the NRC completed a security inspection of your Duane Amold
j
Energy Center reactor facility. The onsite inspection effort was conducted between
,
November 16-20,-1998. The enclosed report presents the results of that inspection.
!
~ - No violations of NRC requirements were identified during this inspection. Your security .
' equipment testing and maintenance program was a performance strength. The dedication
l
of the maintenance technicians ensured that problems were corrected efficiently and
l
effectively. JThe cooperation between the security department and various other
L
maintenance departments resulted in' low equipment outage times and contributed to
L. .
improvements in delay barriers. The security force had an aggressive and effective
equipment testing program. We also observed that your security organization implemented
. their duties and responsibilities in an effective manner.

.Two' issues were . identified that will require further analysis by us. One issue relates to
,
'
.several occasions when the required number of armed response force members were not
{

immediately available, and the reporting requirements for such incidents. The other issue
l
' pertains to the unescorted access authorization for a contractor employee. Resolution of
,
these issues will be addressed by separate correspondence,
