INSERVICE TESTING PROGRAM - RELIEF REQUESTS NOS RR-31 REV 1, RR-34 REV 1, RR-49 REV 1, RR-51 RR-52, RR-53 REV 1, RR-55 AND RR-56, SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP) (TAC N05. M95187 AND M95188)
Dear Mr. Cottle:
By letter dated April 16, 1996, as supplemented by letter dated November 25, 1996, Houston Lighting & Power Company (HL&P) submitted relief requests for the inservice testing (IST) program for pumps and valves. The relief requests huc been reviewed by the Nuclear Regulatory Commission (NRC) staff as docussed in the enclosed Safety Evaluation (Relief Requests RR-56 for Unit I and RR-52 for Unit 2 were eliminated by the supplemental letter and were not reviewed).
The NRC staff concludes that HL&P's request for relief is granted and proposals fer alternatives are authorized, with the provisions discussed in the Safety Evaluation, in accordance with 10 CFR 50.55a, paragraphs (f)(6)(1),
for Relief Requests RR-34 Rev.1, and RR-31, Rev.1, or (a)(3)(ii) for Relief Requests RR-53, Rev. 1, RR-49, Rev. 1, RR-55, and Rp-51. In granting relief

- s of the AFME Code in accordance with paragraph (f)(6)(1),
the NRC has determined that the requirements of the Code are impractical and relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest. Such relief has been granted giving due consideration to the burden on HL&P if the requirements were imposed on STP. In authorizing alternatives from the
