Gentlemen:

This refers to,the' inspection conducted by Messrs. C. E. Johnson and D. L.

Garrison of this office during the period May 28-August 2,1985, of

I activities authorized by NRC Construction Permits CPPR-128 and 129 for the

South Texas Project, Units 1 and 2, and to the discussion of our findings

with members of your staff at the conclusion of the inspection.

Areas examined during the inspection included management meetings, site

tours, reactor vessel internals, licensee action on previous inspection

findings, licensee identified items, permanent plant matinenance,

deficiency reporting, and concrete activities. Within these areas, the

inspection consisted of- selective examination of procedures and

representative records, interviews with personnel, and observations Ly the

inspectors. These findings are documented in the enclosed report.
